• Purchasing

    When using federal funds to purchase products and services, staff members must follow the below rules and guidelines, in addition to following all purchasing rules and guidelines as outlined by the Business Department. All usages of federal funds must be approved by the Federal Programs Director.

     

    Micro Purchases

    Purchases of products and/or services less than $3,500 are considered micro purchases. When making micro purchases, the school or district does not need to seek competitive quotes or pricing.

    Small Purchases

    Purchases greater than or equal to $3,500 but less than $150,000 are considered small purchases. When making small purchases, the school or district must seek at least two (2) competitive written quotes. The district or school will also need to use the Federal Programs Products/Services Selection Rubric to determine the best product and/or service for purchasing.

    This selection process also requires collaboration of appropriate stakeholders. Appropriate stakeholders are those who will directly interact with the product or service and who are capable of making an informed decision between the products or services. For example, in the selection of a professional services company to provide academic coaches, appropriate stakeholders would include district officials, principals, and teachers, but not students or parents.

    When making a selection for a small purchase, the school or district must complete the Federal Programs Product/Services Selection Form and turn this in with the requisition order. If this form has not been completed, the purchase request will be denied by the Federal Programs Director.

    Major Purchases

    Purchases greater than or equal to $150,000 are considered major purchases. When making major purchases, the school or district must follow the competitive bidding process outlined in the Business Handbook. In addition, the district or school will also need to use the Federal Programs Products/Services Selection Rubric to determine the best product and/or service for purchasing.

    This selection process also requires collaboration of appropriate stakeholders.
